The Manual of Aid to State & Local Governments Under the CARES Act has been updated to reflect regulatory developments as federal agencies have taken steps to implement the CARES Act.
It appears the Fed, HUD, DOJ, and the Election Assistance Commission have proceeded to implement the state-and-local-government-specific provisions of the CARES Act. By contrast, and oddly, ED, Treasury, Commerce, and FEMA seem to be snoozing on the state and local government stuff.
The Manual is the first resource in a new series I’m producing for Patel Law Group, Responding to COVID-19 and Building Resilient Communities: Legal Strategies for Texas Local Governments, which will provide a toolbox of short-, medium-, and long-term legal strategies that local governments can use to navigate the COVID-19 crisis while developing greater resilience in their communities.
